The Anti-Corruption Center continues to investigate candidates for the VCKS

Anti-Corruption Center published another express investigation regarding a candidate for the VKKS. Below is the text of the original publication:

In the photo is Lyudmila Volkova, a lawyer and ex-judge of the Kharkiv District Administrative Court. She also wants to get into VKKS. Colleagues from Auto Maidan collected a number of interesting facts about Volkova.

In particular, in 2019, Volkova received a loan of UAH 2.7 million from Svitlana Mukha for the purchase of an apartment with an area of ​​107.3 square meters in the “Alter Ego” residential complex in Kyiv. The amount of the loan is considerable, so it is interesting where the funds of this size come from and what kind of relationship connects the candidate with Mucha.

In just 2 years, Volkova was able to repay almost the entire amount of the loan. Moreover, during this time, the candidate concluded a preliminary contract for the construction of a house in Belogorodka near Kyiv. It is not known where Volkova got the money to repay the loan and build.

In addition, Volkova is the founder of the NGO “Association for the Development of Judicial Self-Government of Ukraine”, which opposed the involvement of internationals in the reform of the Judicial Self-Government. Now Volkova herself is going to the competition, where the members of the commission are international experts.

Avtomaidan also writes that Volkova made decisions limiting peaceful gatherings in 2011-2012.

It is also worth adding that Volkova did not submit a timely application for termination of legal practice and thereby violated the requirements regarding the incompatibility of the position of judge with other activities.

The interview with the candidate will take place on Wednesday, January 18. We call on the members of the commission to investigate the discovered facts and consider whether Volkova meets the criteria of integrity.”
