The allocation of housing rental subsidies for internally displaced persons will begin in mid-January 2025, the Ministry of Social Policy reports.
“Thanks to this subsidy, IDPs who do not have enough funds to pay rent can receive financial assistance from the state. Families of IDPs who spend more than 30% of their total income on housing rent will be eligible for the subsidy. If the family’s income is less than 2 subsistence minimums per person (5840 hryvnias), then the subsidy will cover a higher percentage of the rent,” the ministry said.
It is noted that, like housing and communal subsidies, the subsidy for housing rent will be assigned by the Pension Fund of Ukraine, and it will be possible to receive a subsidy for housing rent at the same time as a subsidy for communal services.
“The allocation of housing rental subsidies for IDPs will begin in mid-January 2025. Therefore, IDP families who need support in renting housing will be able to apply for a rental subsidy starting from mid-January 2025. The Ministry of Social Policy will additionally inform citizens about the start of accepting applications for this type of support,” the department added.
According to the notice, the amount of the rent subsidy will be calculated individually for each family, and it will be affected by the family’s income level, the number of family members and the cost of housing rent.
“Since the cost of rent differs significantly in different regions, as well as in large cities and small settlements, this will be taken into account when determining the amount of the housing rental subsidy (due to the coefficients of the cost of housing in different regions, which are approved by the decree),” the ministry added.
The Ministry of Social Policy said that at the first stage, housing rental subsidies will be implemented in nine pilot regions – those where the largest part of internally displaced persons moved: Chernihiv, Sumy, Kharkiv, Zaporizhzhya, Mykolaiv, Dnipropetrovsk, Kherson, Luhansk and Donetsk regions.
