A terrible tragedy happened in Kyiv the other day: a young man born in 2004 died due to a cable break on an attraction across the Dnipro River. The details of the extraordinary event must be established by the investigation, because the operation of the attraction was carried out contrary to the recommendations of the law enforcement officers. Deputy of the Kyiv City Council Andriy Vitrenko wrote about this on his Facebook page.

He specified that the customer of the attraction project in 2020 was PLESO, and the customer of the preparatory works was the Kyiv Investment Agency. The Kyiv City Prosecutor’s Office warned of possible dangers and demanded that the attraction be stopped in 2021, Vitrenko reminds.
“They justified their position by the fact that the winning company did not have the appropriate experience and the operation of such attractions is potentially dangerous for people’s lives and health.
No one has the right to ignore signals that can save the lives of our citizens.
Currently, the investigation should establish the details of this emergency situation and find out on what basis this company operated the attraction, which was opened in 2021, contrary to the recommendations,” he writes.
Vitrenko added that this tragedy draws attention to issues of safety and responsibility of the city authorities.
“My position remains unchanged: the safety of citizens must come first. It is necessary to conduct a comprehensive investigation of this incident and bring the perpetrators to justice. It is also necessary to review all permits and safety standards for such attractions in the city,” he summarized.

At the persuasion of the prosecutors, the Kyiv City Council recognized as the winner of the investment competition a company without experience in the implementation of similar projects and experience in the operation of attractions of this type. However, the decision of the Commercial Court of the city of Kyiv, which was later upheld by the decision of the Northern Commercial Court of Appeal and the Supreme Court, rejected the claim.
