SAP and NABU announced the exposure of a criminal group headed by the ex-head of the FSMU

On March 22, detectives of the National Anti-Corruption Bureau, under the procedural guidance of prosecutors of the Specialized Anti-Corruption Prosecutor’s Office, informed the former head of the State Property Fund of Ukraine of suspicion.

As reported press service of SAPhe is suspected of “leading a criminal group that during 2019-2021 seized more than UAH 500 million of funds from state-owned enterprises, including the most powerful chemical enterprise of Ukraine JSC Odesa Port Plant and one of the world’s largest producers of titanium raw materials JSC” United Mining and Chemical Company”.

“The goal of this criminal organization was to establish control over the most important objects of management of the FSMU in the mining, processing, fuel and energy and other branches of the state economy. The criminal plan consisted in appointing only managed persons to the management bodies of state-owned enterprises, who would ensure the sale of raw materials, provision of services, etc., and the use of state resources exclusively in the interests of members of the criminal organization,” the report says.

In addition to the ex-head of the State Property Fund, according to the SAP, nine other persons were informed of the suspicion:

  • the suspected co-organizer of the crime – a person close to the head of the FSMU;
  • adviser to the head of the FSMU;
  • to two persons who in different periods performed the duties of the director of JSC “Odesa Port Plant”;
  • Acting head of JSC “United Mining and Chemical Company”;
  • to two owners of LLC – the winner of the auction at “OPZ”;
  • to two persons – suspected accomplices of the crime.

At the same time, NABU reported that “the amount of illegal benefits received by members of a criminal organization during the entire period of control of JSC OPZ amounts to more than two billion hryvnias.”

The names of those involved are not specified in the notification of the SAP and NABU, but it is known that Dmytro Sennychenko managed the State Property Fund during the specified period. The Verkhovna Rada dismissed him from his post in February 2022.

NABU also reported that acting the director of “OPZ” and the adviser to the chairman of the FSMU were detained.

There are currently no comments from Sennichenko or other persons involved in this regard.
