The Cabinet of Ministers postponed the implementation of the resolution on increasing teachers’ salaries until the following year after the end of the war

The Cabinet of Ministers of Ukraine once again postponed the implementation of the resolution adopted in July 2019 on increasing the minimum salary of teachers to four subsistence minimums.

In particular, according to Resolution No. 1286 dated November 8, the government suspended from January 1, 2025 until the end of the calendar year following the year in which martial law was suspended or abolished the effect of Resolution No. 822 dated July 10, 2019 “On the remuneration of pedagogical, scientific-pedagogical and scientific employees of educational and scientific institutions”.

At the same time, the Cabinet of Ministers established a monthly supplement for special working conditions for teaching staff of general secondary education institutions of state and communal ownership: from January 1, 2025, in the amount of UAH 1.3 thousand. (1 thousand hryvnias “on hand”); from September 1, 2025 until the end of the calendar year in which martial law was suspended or abolished – in the amount of UAH 2.6 thousand. (2 thousand hryvnias “in hand”).

It is noted that the amount of additional payment to a pedagogical employee is determined in proportion to the amount of educational workload or the amount of pedagogical work performed by the employee.

As reported, on July 10, 2019, the Cabinet of Ministers approved the teacher salary reform with an increase of the minimum salary to four subsistence levels by 2023. It was planned that in 2020 the teacher’s salary was to be 2.5 times the subsistence minimum, in 2021 – 3 times the minimum, in 2022 – 3.5 times the minimum, and from January 2023 – 4 times the subsistence minimum. Later, due to the lack of funds for the implementation of the reform in the state and local budgets, the said resolution was suspended until December 31, 2020. Also, its implementation was postponed to the following years.
