On October 11, Minister of Health of Ukraine Viktor Lyashko and representatives of the Security Service of Ukraine held a meeting with the heads of medical and social expert commissions (MSEK).
According to the press service of the Ministry of Health, law enforcement officers reported that only since the beginning of the year, 77 people involved in corruption crimes in the sphere of activity of the Ministry of Health and Welfare have been exposed. In addition, 7 criminal groups were identified from among the representatives of the commissions.
The Ministry of Health has repeatedly emphasized that everyone who helps evaders to obtain certificates illegally should be held accountable.
“Together with law enforcement agencies, about 19,000 medical expert cases have already been processed. We have recently seen the results of this cooperation in the mass media in the form of reports on the detention and handing over of suspects,” the Ministry of Health noted.
The meeting was also a continuation of the discussion on reforming the MSEK, which began on October 10 with representatives of the public, where a draft law was presented, which provides for systemic changes in the medical part of the examination.
The draft law makes changes to 27 laws and codes of Ukraine, the Ministry of Health notes.
Special attention was paid to digitalization of MSEK during examination. Mandatory use of the Electronic Health Care System (ECHS) for decision-making is one of the anti-corruption safeguards, the department is convinced.
The Ministry of Health reminded that the following changes are proposed:
carry out examinations in cluster and supra-cluster hospitals, where there are all the necessary specialists and the opportunity to conduct additional examinations;
referral for examination will take place on the basis of clear criteria with their confirmation through the electronic health care system (EHS);
introduction of electronic referral for examination is envisaged;
the family or supervising doctor will be able to send for an examination independently, without the involvement of a medical advisory commission;
when making a decision by the commission and to determine the needs of a person, the data entered during rehabilitation will be taken into account, the commission itself can send for additional examinations;
a separate toolkit for assessing human needs will be created, which will be used in other areas as well;
it is proposed to change the procedure for financing the updated examination – funds from a separate budget program will pay for the NSHU for conducting each assessment.
