President of Ukraine Volodymyr Zelensky signed a decree that introduced the decision of the National Security and Defense Council of Ukraine “On further implementation of programs for supporting Ukrainians on the basis of guaranteeing the economic stability of the state and strengthening measures of cleaning the financial system of Ukraine”.

According to the text of the document, the control over the implementation of the NSDC decision, entered into force by this decree, is assigned to the NSDC Secretary Alexander Litvinenko.
The decree enters into force on the day of its publication.
The NSDC decision stated that the Cabinet of Ministers should take additional measures to ensure full funding for education, health care, social protection, as well as to take urgent measures aimed at implementing the policy of import substitution and strengthening the support of the national producer.
In addition, within one month it is necessary to analyze the situation on the state of international assistance to Ukraine and to develop proposals for attracting additional sources of international assistance to Ukraine during the next meeting of the head of the Ukrainian Platform Committee of the Ukrainian Platform Donor.
The NSDC also decided to improve the criteria for determining critically important defense companies in relation to enterprises, institutions and organizations authorized by the Ministry of Defense to perform the function of the State Customer Service in the field of defense for defense procurement and the conclusion of state contracts for the purchase of goods, works and services.
In addition, the possibility of booking workers of heat companies, water utilities and household waste management should be implemented, in volumes of not more than 75% of the total number of military servicemen of such economic entities.
Also, within three months, the government, together with law enforcement agencies, should analyze the assets of individuals and legal entities to which sanctions in the form of blocking assets are applied in order to identify the facts of the influence take appropriate counteraction measures.
