The National Bank of Ukraine revoked the licenses of 14 non-banking institutions and excluded seven from the State Register of Financial Institutions.
Of cancellation of licenses
Based on their own statements, all existing licenses were canceled:
- LLC “GETKAR LEASING” (EDRPOU 41347983);
- LLC “FC “FACTOR SERVICE” (EDRPOU 44426507);
- LLC “KU “INVESTITSIYNA” (EDRPOU 40340380);
- LLC “SMARTEX FINANCE” (EUDRPOU 43402569);
- FC “SMART FINANCE SOLUTIONS” LLC (EDRPOU 43483150);
- LLC “FK “FINHELPFARM” (YEDRPOU 40027358);
- PT “QUETA LOMBARD” PE “QUETA UNIVERSAL SERVICE” AND COMPANY (EDRPOU 37422273);
- KS “GOOD DEAL” (EDRPOU 25782021)*.
KS “DOBRA SPRAVA” had two licenses for the provision of financial services, namely, for lending funds, including on the terms of a financial credit, and for attracting financial assets with an obligation for their subsequent return.
As of April 1, 2023, the amount of assets of “DOBRA SPRAVA” CS amounted to UAH 724.77 thousand (0.05% of the total market volume of credit unions), liabilities – UAH 42.37 thousand (0.006% of the total market volume credit unions).
Based on the applications received, individual licenses were cancelled:
- JSC “FC “AVERS” (EDRPOU 34819265) – for the provision of funds on loan, including on the terms of a financial loan;
- LLC “FC “SUCHASNI ROZHUNKOVI SISTEMY” (YEDRPOU 38909619) – for the provision of loan funds, including on the terms of a financial loan;
- LLC “FK “ALIANSKEPITAL” (EDRPOU 41453784) – for the provision of financial leasing services;
- LLC “FC “PING-PONG” (EDRPOU 43657029) – for the provision of financial leasing services;
- LLC “FK “FINMARKET” (EDRPOU 44630255) – for the provision of financial leasing services;
- LLC “PROFIT FINANCE” (EDRPOU 43160452) – for the provision of guarantees.
Regarding exclusion from the register
On the basis of the submitted documents LLC “FC “FACTOR SERVICE”, LLC “KU “INVESTYTICIJNA”, LLC “SMARTEX FINANCE”, LLC FC “SMART FINANCE SOLUTIONS”, LLC “FC “FINHELPFARM” LLC, PT “LOMBARD “QUETA” PE “QUETA UNIVERSAL SERVICE” and COMPANY”, KS “DOBRA SPRAVA” is excluded from the State Register of Financial Institutions.
Such decisions were adopted by the Committee on Supervision and Regulation of Non-Banking Financial Services Markets on May 19, 2023.

*Credit unions that do not have obligations under contracts to attract contributions (deposits) of members of the credit union to deposit accounts, during martial law, have the right to apply to the National Bank for revocation (cancellation) of licenses and exclusion of information about the credit union from State Register of Financial Institutions.
The special procedure for revocation (cancellation) of all licenses for the provision of financial services and exclusion of information about a credit union from the State Register of Financial Institutions is provided for in clauses 182-188 Resolution of the Board of the National Bank of Ukraine “On regulating the activities of non-bank financial services market participants, non-bank financial groups, payment market participants, collection companies and legal entities that have received a license to provide collection services to banks” dated March 6, 2022 No. 39 (with amendments)
