In order to promptly eliminate damage to the thermal infrastructure, utility companies operate according to certain rules.
A team of highly qualified dispatchers of KP “Kyivteploenergo” on a 24-hour basis. Specialists manage heat supply sources, monitor the state of heat networks, control the entire process of supplying heat to metropolitan high-rise buildings.
He told in detail about how the activities of the capital’s heating companies changed during the war Anton Gorshevikov, head of operational and dispatching department of JV “Kyiv Thermal Networks” KP “Kyivteploenergo”.
Kyivans will be interested to know that the dispatching service of the KP has about 100 specialists who use complex multi-stage emergency response algorithms to quickly eliminate damage even in dangerous conditions.
THE HEAT SUPPLY SYSTEM OF KYIV IS THE MOST COMPLEX IN EUROPE
KP “Kyivteploenergo” notes that Kyiv’s heat supply system is one of the most extensive and complex in Europe.
This is more than 2.7 thousand km of heating networks, 180 heat sources and about 2 thousand heating points. A total of about 5,000 people ensure the sustainable operation of the capital’s thermal energy complex.
The monitoring of the heat supply process is carried out by dispatchers of the operational and dispatching department, which is subordinated to seven districts of heat networks (RTM) and three districts of heat supply (RT).
Areas of responsibility between dispatchers are distributed taking into account the characteristics of the thermal infrastructure of each district of the city.
ONE MINUTE AFTER THE MOMENT OF THE ACCIDENT, THE DISPATCHER KNOWS ABOUT IT
Each dispatching group has its own areas of responsibility: management of heat networks, monitoring of the operation of heat sources and their electrical equipment, control of pumping stations and hydraulic modes, coordination of emergency crews, the process of repairing damage and restoring heat supply.
It takes no more than 1 minute from the moment of damage to the network and fixing of the coolant leak to the arrival of this information to the dispatcher on duty.
The dispatcher on duty immediately gives the command to search and localize the damage with the involvement of all necessary services. Prompt response minimizes the time required for repair work and restoration of heat supply to Kyiv residents.
The search for the place of damage takes an average of 1-3 hours, depending on the complexity of the accident. After determining its location (the pipelines are in the ground at a depth of 1.5 to 4 meters), the emergency crew begins repair work.
DURING WAR TIME WORK UNDER EXTRAORDINARY CONDITIONS BECAME THE NORM
If in peacetime the dispatcher coordinated, as a rule, the work of five different services — emergency services, special transport, boiler house personnel, line personnel, heat network diagnostics service, then in conditions of mutilated infrastructure and emergency power outages, the task of dispatchers became more difficult.
During the rocket attacks, the boiler rooms had to be started from scratch two or three times a day, and the dispatcher on duty coordinates 8-10 services at the same time.
Previously, such complex multi-stage response algorithms in emergency situations were practiced during mandatory industrial training.
Freelance situations were resolved in a matter of minutes, sometimes it took seconds to make non-standard complex decisions.
“The heat supply, the correct operation of the equipment, and the time it takes to eliminate accidents depends on how quickly and harmoniously the team works. Until today, there has not been a single case for which we would be ashamed in front of customers,” said Anton Gorshevikov, head of the operational and dispatching department of JV “Kyiv Heat Networks” of KP “Kyivteploenergo”.
In the capital, three more boiler houses of KP “Kyivteploenergo” are equipped with powerful generators. KP “Kyivteploenergo” has already equipped 30% of boiler houses in all districts of the capital with generators.
