Their election is a necessary condition for resuming the work of the VRP. And therefore, to fulfill one of the 7 conditions for opening negotiations on EU membership.
And if the Council of Judges organizes the aforementioned congress, then the heads of courts are the ones who have the greatest influence on its delegates. In other respects the powers of both the Council of Judges and the heads of courts actually overlap with other organizations and positions within the judicial system.
Instead, in recent years, they have turned into instruments of reform inhibition in the hands of the judicial mafia. As evidenced by the investigation into how the head of the Council of Judges, Bohdan Monich, got his position thanks to the head of the already liquidated OASK, Pavlo Vovko.
