Dear reader, as we promised, we are starting a series of publications that have an open veil of secrecy surrounding the activities of the special services of the Russian Federation, their directors and performers, agents of influence in the law enforcement agencies and criminal circles of Ukraine, etc.

And let’s start with the biography of the super-powerful general of the FSB of the Russian Federation – Oleg Volodymyrovych Feoktistov.

Oleg Volodymyrovych Feoktystiv (born July 3, 1964, Moscow, RSFSR, USSR) is a general of the FSB of the Russian Federation. Involved in the arrest of the head of the Ministry of Economic Development of the Russian Federation Oleksiy Ulyukayev in 2016.

After graduating from high school, he served in the Armed Forces of the USSR (Sortaval border detachment of the border troops of the KGB of the USSR). He graduated from the FSB Academy. Since 2004, he has been the head of the 6th Service of the Internal Security Department of the FSB of the Russian Federation, which is responsible for the operational support of criminal cases. According to the experts, “formally, the 6th service was responsible for operational support of criminal cases, protection of witnesses. In fact, it was a special forces unit of the Ukrainian Armed Forces with the right to operate.”

For the first time, General Feoktystov became known to the general public during the high-profile criminal cases concerning the “Three Whales” (furniture smuggling) and Chinese contraband that entered the warehouse of unit 54729 of the FSB Logistics Department in 2000. Then, on the instructions of the President of the Russian Federation Vladimir Putin, the Federal Drug Control Service (FSKN), which was liquidated in 2016, took up the task of identifying corrupt Chekists, and the investigation was headed by Lieutenant General Oleksandr Bulbov.

According to experts, General Feoktistov repeatedly tried to accelerate his career advancement. In 2012, Oleg Feoktystov actively lobbied for his appointment as head of the FSB of the Russian Federation in Moscow.

The former chief, General Viktor Zakharov, was dismissed (after working in this position for 12 years) due to his daughter’s move to permanent residence in the USA. The attempt was not successful – the mayor of Moscow Serhiy Sobyanin spoke out against the appointment of Feokistov.

Feoktistov’s promotion to the post of head of the Internal Security Service of the Ministry of Internal Affairs of the Russian Federation also ended unsuccessfully. Two people opposed this appointment at once: Yevhen Shkolov – assistant to the President of the Russian Federation and Volodymyr Kolokoltsev – head of the Ministry of Internal Affairs of the Russian Federation. In September 2016, Oleg Fekotistov was appointed head of Rosneft’s security service, joining the company’s board. He left the company in March 2017. Even earlier, it was withdrawn to the reserve of the FSB. During Oleg Feoktistov’s tenure at Rosneft, there was a high-profile arrest of the Minister of Economic Development of the Russian Federation, Oleksiy Ulyukayev, who was accused of extorting a $2 million bribe from the head of Rosneft, Igor Sechin. FSB General Oleg Feoktistov is also believed to be behind a number of high-profile arrests of Russian governors in 2015-2016.

So, as you can see, Oleg Volodymyrovych’s personality is extraordinary, and even talented. The best executor of dirty work is hard to find, especially in the former entourage of the President of the Russian Federation.

However, it would be naive to think that the functionality of the hero of our story included only the operational development of high-ranking officials of the Russian Federation. Of course, not only. So, in particular, the informal tasks of the administration headed by Oleg Feoktistov included work with the international agency of the FSB, in particular in Ukraine, including among high-ranking officials – security forces and the criminal world. The purpose of this line of work was to protect the political interests of the Russian Federation by planning and implementing special operations for the physical liquidation of those persons who caused or could potentially cause damage to the above-mentioned interests.
