So, everyone is familiar with the former deputy head of the Zakarpattia Regional State Administration – Vitaliy Borisovych Tsvigun.
The young and gifted man received an excellent education – in 2005 he graduated with honors from the Ukrainian Academy of Foreign Trade, with a master’s degree in international law. Received a master’s degree in organizational management from the State Economic and Technological University of Transport.
For about 10 years, he worked in the procurement department of JSC “Ukrzaliznytsia”. For more than a year, he worked as the head of the “Production Support Center” PJSC “Ukrzaliznytsia” branch. Prior to that, he participated in the development of the Law of Ukraine “On Public Procurement” and full support for the launch of the “ProZorro” system from the pilot project to the state public electronic procurement system. Later, he moved to work as the director of the special exporters division at Ukroboronprom.

The most interesting in the whole story is the reason that forced Mr. Tsvigun to move to Transcarpathia and become “under the wing” of an influential general of the special service, who, at that time, assumed the position of the head of the Regional State Administration.
And there was a reason, and a good one.
According to the sources of the UA2DAY editorial office, the “young talent” took part in a scheme to embezzle state funds from “Ukrzaliznytsia” for an amount exceeding 100 million hryvnias. However, of course, they did not want to bear the responsibility, and then a plan was implemented to mislead Oleksiy Petrov, as a matter of his own integrity, and, accordingly, to further obtain the position of his deputy.
However, everything secret always becomes clear, and when O. Petrov found out about the “talents of the deputy” – a big scandal broke out. The result of which was the dismissal of Zvigun and the announcement of suspicion against him, namely:
The higher anti-corruption court determined a preventive measure in the form of a 181,600 deposit to the former head of the “Production Support Center” branch of PJSC “Ukrzaliznytsia” Vitaly Tsvigun, whom NABU and SAP suspect of abuses that caused 103 million UAH in losses. Such a decision was made on May 21, 2021 by the Investigating Judge of the VACS, Timur Khamzin.
In addition to the above-mentioned preventive measures, in accordance with the latest decision of the National Security Council of Ukraine, a separate order was issued to carry out an additional inspection of all former employees of Ukrzaliznytsia, including “our hero” for their involvement in causing losses to the state.
