The Council approved the draft law on electronic declaration, taking into account Zelensky’s veto

At its meeting on September 20, the Verkhovna Rada adopted the draft law on electronic declaration, taking into account the veto of the President of Ukraine, Volodymyr Zelenskyi. About this reported People’s Deputy from “Golos” Yaroslav Zheleznyak.

“The council approved the president’s veto and corrected the law on the restoration of the e-declaration. For – 341 [голос], constitutional majority. The changes provide for the immediate opening of declarations. This time the whole hall was totally in favor of openness. Such changes in ideology in two weeks”, he noted.

Zheleznyak also published voting data by factions and groups:

  • “Servant of the people” – 214 votes;
  • “European solidarity” – 22;
  • “Fatherland” – 13;
  • “Platform for life and peace” – 18;
  • “For the future” – 11;
  • “Voice” – 18;
  • “Trust” – 17;
  • “Restoration of Ukraine” – 12;
  • Non-fractional – 16.

On September 5, the Council adopted the draft law No. 9534 on the restoration of electronic declaration, which provides for the submission of declarations by officials for the current year, as well as for 2021-2022. At the same time, the register of declarations must be closed for another year. 329 People’s Deputies voted in favor.

September 12 Zelenskyi promised the law on e-declaration. He noted that the declarations should be opened immediately, not after a year. On the same day, he submitted his proposals to the parliament.

Zelensky, in particular, proposed establishing that temporarily, for the period until martial law is terminated or abolished, the National Agency for the Prevention of Corruption should provide open 24-hour access to the Unified State Register of Declarations, but “taking into account specifics.” The mass media wrote that declarations submitted, in particular, by servicemen of the State Border Service of Ukraine, the State Service of Special Communications and Information Protection, the State Guard Directorate, the Armed Forces and other military formations will not be displayed in public access. Also, the declarations of special police officers who are involved in hostilities during martial law, as well as wounded, captured, peacekeepers, persons who are in temporarily occupied territories, will not be displayed.
