In accordance with the requirements of the new Law of Ukraine “On Payment Services”, the National Bank of Ukraine issued eight more licenses for the provision of financial payment services and included in the Register of Payment Infrastructure:
- LLC “FC MBK” (EDRPOU 37973945) – in the status of a financial institution with the right to provide payment services, with a license to provide payment services (type of service – transfer of funds without opening accounts);
- LLC “DIAMOND PAY” (YEDRPOU 40169405) – in the status of a payment institution with a license to provide payment services (type of service – money transfer without opening accounts);
- FC “YEDINY PROSTIR” LLC (YEDRPOU 43171286) – in the status of a payment institution with a license to provide payment services (type of service – transfer of funds without opening accounts);
- LLC “FINANCIAL COMPANY “FINEXPRES” (EDRPOU 39706018) – in the status of a payment institution with a license to provide payment services (type of service – transfer of funds without opening accounts);
- JSC “UKRPOSHTA” (EDRPOU 38324133) – in the status of a postal operator with a license to provide payment services (type of service – money transfer without opening accounts);
- “KAPITAL BUSINESS GROUP” LLC (EDRPOU 39008619) – in the status of a payment institution with a license to provide payment services (type of service – transfer of funds without opening accounts);
- FC “PAYMENT CENTER” LLC (EDRPOU 37878674) – in the status of a financial institution entitled to provide payment services, with a license to provide payment services (type of service – transfer of funds without opening accounts);
- “NovaPay” LLC (EUDRPOU 38324133) – in the status of a payment institution with a license to provide payment services with:
- crediting of cash funds to user accounts, as well as all services related to opening, maintaining and closing accounts (except for electronic wallets);
- withdrawal of cash from user accounts, as well as all services related to opening, maintaining and closing accounts (except electronic wallets);
- execution of payment transactions with the user’s own funds from/to the user’s account (except payment transactions with electronic money), including execution of a credit transfer, debit transfer, other payment transaction, in particular using payment instruments;
- execution of payment operations from or to the account of the user (except for payment operations with electronic money) provided that the funds for the execution of the payment operation are provided to the user by the provider of payment services on credit terms, including the execution of a credit transfer, debit transfer, other payment operation, in particular using payment instruments;
- issuance of payment instruments and/or acquisition of payment instruments;
- transfer funds without opening an account.
Such decisions were made by the Committee on Supervision and Regulation of Non-Banking Financial Services Markets on April 27 and 28, 2023.

On August 1, 2022, the Law of Ukraine “On Payment Services” came into effect.
In this regard, until April 30, 2023 inclusive, financial market participants who have a license to transfer funds in national currency without opening accounts may apply to the National Bank for the purpose of “reissuing” their license in accordance with the requirements of this law.
The procedure for obtaining a license to provide financial payment services instead of a transfer license and acquiring the corresponding status of a provider of financial payment services is determined by the Resolution of the Board of the National Bank of October 7, 2022 No. 217 “On Approval of the Regulation on the Procedure for Authorizing the Activities of Providers of Financial Payment Services and Limited Payment Services” (with changes).
