Kostyantyn Kryvopust: “The National Bank simplifies a number of restrictions to support the activities of volunteers”

From August 6, the National Bank is simplifying a number of restrictions to support the activities of volunteers and businesses.

Understanding the importance and effectiveness of the volunteer movement of Ukraine and its significant importance in the conditions of a full-scale war, the National Bank of Ukraine allowed banks not to apply the limit to the calculations of volunteer individuals from hryvnia payment cards abroad for the purchase of military goods.

To do this, the following requirements must be met at the same time:

operations on the volunteer’s account must be typical for this individual and the volume of operations carried out on the accounts exceeded the equivalent of UAH 100,000 per month until July 21, 2022;

a letter from a state body or a military unit must be submitted to the bank regarding cooperation with a volunteer and ordering goods for the appropriate purpose (if the amount of such transaction exceeds the equivalent of UAH 400,000 per month);

to provide the approximate cost of the goods and terms of order fulfillment;

to inform the bank about the collection of funds for the purpose of paying for products.

Volunteers can purchase: walkie-talkies, bulletproof vests, helmets, helmets, military and tactical uniforms, military and tactical footwear, protective clothing, optical surveillance devices, unmanned aerial vehicles, sleeping bags, emergency medical aid, and first aid kits.

If the bank has information about the unscrupulous activity of a natural person, it may refuse to carry out such operations in the future in the amount exceeding UAH 100,000 per month.

In addition, the list of military goods, for the purchase of which citizens can buy currency and transfer it abroad within the monthly limit of UAH 400,000, now also includes walkie-talkies.

Taking into account the needs of business, the National Bank is also simplifying currency restrictions, in particular regarding the use of corporate payment cards.

Banks are allowed to sell foreign currency to legal entities and FOPs, residents of Ukraine, with a credit to the client’s current account in foreign currency for further use of the corresponding currency for expenses using corporate payment cards abroad. In particular:

for the business trip of employees exclusively for the payment of daily expenses (within the daily limit of 80 euros per employee);

for accommodation and transport costs.

In addition, there will be no restrictions on payments made by hryvnia payment cards abroad to the clients of the bank-legal entities carrying out the transportation of goods in international connections (if the relevant documents are available).

“The National Bank always listens to the constructive requests of the volunteer movement and the business community and, together with its stakeholders, tries to find optimal solutions. Today’s resolution is just such a case.

The jointly developed mechanisms will enable volunteers and businesses to easily make the necessary payments in foreign currency with minimal impact on the state of the foreign exchange market. We thank all our partners for their cooperation,” stressed the Deputy Chairman of the National Bank Yuriy Geletiy.
