Minister of Health of Ukraine Viktor Lyashko reportedthat medical and social examinations will be conducted in cluster and supra-cluster hospitals, which will make it possible to decide on a sufficient number of personnel.

“Medical and social examination will be conducted in cluster and super-cluster hospitals, which, together with other proposed solutions, will make it possible to decide on a sufficient number of personnel, introduce digital solutions, change the funding procedure and ensure the necessary accessibility,” he wrote on his Facebook page.

He noted that public discussion of the draft law presented a few weeks ago, which provides for its implementation, is currently underway.

Lyashko also stated that everyone who helps to illegally obtain certificates or prevents them from being obtained by those who really need it, should be held responsible.

He also noted that he supports the decision of the Security and Defense Council regarding the liquidation of medical and social commissions (MSEC) and believes that they should be oriented towards people and conducted transparently and fairly.

“There should be no place for corruption and abuse in it. I absolutely support today’s decision of the NSDC, which provides for the liquidation of medical and social expert commissions from December 31, 2024 and full digitization of all stages,” he wrote.

According to him, the Ministry of Health will intensify work in all areas specified in the decision of the National Security Council together with all the bodies involved in the process of reforming the Ministry of Health and Welfare.

The minister noted that last year, the Ministry of Health started to check the validity of the decisions of the Ministry of Health and Welfare on the establishment of disability for men aged 18 to 60, which were adopted during the period of martial law. In total, three rounds of cross-checks took place, during which more than 90,000 cases were reviewed.

The Ministry of Health also intensified cooperation with law enforcement agencies. “Approximately 19,000 medical expert cases were processed. We have recently seen the results of this cooperation in the mass media in the form of reports on the detention and handing over of suspects,” he said.

However, these results are not sufficient, therefore appropriate personnel decisions were made – the heads of the Central MSEC of the Ministry of Health, the Ukrainian State Research Institute of Medical and Social Problems of Disability, the Research Institute of Rehabilitation of Persons with Disabilities of the Vinnytsia National Medical University named after M. I. Pirogov and employees of the Ministry of Health, who were responsible for this direction, Lyashko explained.

As reported, the President of Ukraine Volodymyr Zelenskyi implemented the decision of the National Security and Defense Council of Ukraine dated October 22, 2024 “Regarding combating corruption and other offenses during the establishment of disability for officials of state bodies.”
