The Cabinet of Ministers of Ukraine approved the draft state budget for 2025 for the second reading, Prime Minister Denys Shmyhal said.
“Despite the introduction of certain changes, the main priority remained unchanged – defense, defense capability and security of Ukraine. We propose to allocate UAH 2 trillion 225 billion for these needs. All the funds of Ukrainian taxpayers will go exclusively to support the Security and Defense Forces, to manufacture and purchase new weapons, drones and equipment,” – wrote Shmygal in the Telegram channel.
According to the Prime Minister, the social sphere, education and medicine remain among the priorities of the budget.
In addition, he said that before the second reading, the government increased state budget expenditures by UAH 50 billion.
In particular, an additional UAH 24 billion is proposed to be allocated to education, of which UAH 12 billion will go to additional payments to teachers and another UAH 12 billion to investment projects in the educational sphere.
It is also proposed to allocate an additional 6.3 billion UAH to medicine and another 5 billion UAH to support veterans.
The Prime Minister announced that the road fund will not be financed in 2025, but it is proposed to allocate UAH 12.6 billion for the repair of areas important for the defense and functioning of the state’s economy.
In particular, the further work of the program “isRecovery” and its full financing are expected.
“This budget project responds to the main challenges facing our state. This is our guarantee that Ukraine will have the necessary resources to endure, win and become even stronger,” concluded Shmyhal.
As reported, in the government project of the state budget-2025 before the first reading, revenues of the general fund (without grants and interbudgetary transfers) were planned in the amount of UAH 2.7 trillion, which is UAH 411 billion more than in 2024, while expenditures – UAH 3.644 trillion , which is 535 billion UAH more than the indicator of 2024, in particular, the total resource for the national one security and defense amounted to UAH 2.223 trillion (about 26% of GDP), which is UAH 46 billion more than the 2024 plan.
