The government has approved a plan of measures to reform MSEK in Ukraine

The Cabinet of Ministers of Ukraine has approved a plan of measures to reform medical and social expertise in Ukraine and change the assessment and provision of needs for people with limitations in everyday functioning.

The full-scale war, which began in February last year, is causing a large number of casualties. This requires, in particular, changes in approaches to people who have partially or completely lost their functionality and need support, in order to quickly return them to a full life.

Therefore, a large-scale reform is beginning, which will change the approach to assessing a person’s needs and provide him with all the necessary services that will compensate for the limitations of everyday functioning.

Key changes planned include:

1) use of the International Classification of Functioning, Limitation of Vital Activities and Health (ICF) to record the state of a person and his needs, as well as actions necessary for recovery, adaptation to society, return of quality of life;

2) implementation of a set of service packages in the medical, rehabilitation, social, educational spheres, employment in accordance with the identified needs of people with life limitations;

3) transparent, accessible and user-friendly tools for obtaining such services, in particular digital ones.

“The need for such reform becomes especially important in the context of a full-scale war, because more and more people are injured. At the same time, we understand how complex and complex it is. The process of transition to the International Monetary Fund in many countries lasted years, and sometimes even decades. The first results are already in the field of rehabilitation, more systematic changes — in the methodology of expert assessments, models of service provision and financing, digitalization, etc. — will take more time and require close cooperation of many ministries and involved institutions. The full launch of all components of the reform will last until 2025 inclusive. The system will be rebuilt on the basis of people-centeredness — facing the person in order to simplify his life, not complicate it. It is modern, transparent and convenient,” Viktor Lyashko noted.

The use of the ICF in various fields will allow a person to be viewed not in terms of the medical diagnosis they received due to the injury, but in terms of their potential to restore lost functioning, needs and what can be done to help them return to normal life.
