Medical and social examination of children is carried out upon the appropriate application of parents, guardians or their legal representatives to health care institutions on the territory of Ukraine. Adults should contact a pediatrician/therapist/treating doctor upon referral to the medical advisory board (MDB) to establish a child’s disability.
The doctor will prescribe it after carrying out diagnostic, treatment and rehabilitation measures and in the presence of information confirming persistent impairment of body functions caused by diseases, consequences of injuries or congenital defects that cause limitation of vital activities.
After a child with a disability reaches the age of majority, he or she is referred to the LKK for medical and social examination by the medical and social expert commission of the relevant profile.
However, according to resolutionsif a child with a disability who has reached the age of 18 cannot come to the medical and social expert commission for an examination, the commission can make a decision on the establishment of disability in absentia on the basis of a referral from the LCC.
Conducting a medical and social examination at the direction of the medical and advisory commission is carried out regardless of the place of registration, residence or stay of the person applying for the establishment of disability.
During the period of martial law, the re-examination period is considered extended for the entire duration of martial law and for 6 months after its termination/cancellation. All payments and benefits are retained until the re-examination period expires.
Children and adults with disabilities have the opportunity to receive, in accordance with an individual rehabilitation program, without passing a repeated examination by a medical and advisory commission or a medical and social expert commission:
- social benefits,
- rehabilitation services and auxiliary products (crutches, walkers, wheelchairs),
- incontinence products, such as diapers, catheters, etc.,
- educational services,
- relevant benefits.
The government provided an opportunity to undergo a medical examination for a repeated medical and social examination within six months after the termination/revocation of martial law, which ensures continuous social protection and implementation of rehabilitation measures for children with disabilities.
