The Ministry of Health, together with the National Health Service and the WHO, is starting work on the Program of Medical Guarantees for 2024

The Ministry of Health, together with the National Health Service and international consultants from the WHO, is starting work on the creation of the Medical Guarantee Program for the next year.

According to Oleksandr Komarida, the First Deputy Minister of Health, during the war, when the main expenditures of the state budget are focused on defense, every hospital should already plan its budget more efficiently. In particular, revenues from the packages of the Medical Guarantee Program should continue to cover the salary fund, the purchase of medicines and food. In addition, the hospital must leave funds for its development.

“Since the beginning of the full-scale war, strengthening the financial stability of each medical institution remains one of the main priorities of our work together with the National Health Service and international partners. Therefore, we are now actively working to create a Medical Guarantee Program by 2024, which will allow each medical institution, even in the event of a decrease in funding, to remain financially viable, and patients to continue to receive high-quality and free medical services,” said Oleksandr Komarida .

In particular, in the coming year, the Ministry of Health and its partners plan to implement comprehensive monitoring of services provided to patients under the Medical Guarantee Program. Also, a number of training programs will be held for the heads of medical institutions on improving financial management in the health care system.

“The goal of changes in the health care system is to create a single medical space for the patient. In 2023, the National Cancer Institute signed an agreement with NSZU. He becomes part of this single space. And the process will continue. It is from this perspective that we started work on the program of medical guarantees for 2024. For the year that should be the year of restoration of the country and its human potential. And the program of medical guarantees will work for this,” said Natalia Husak, head of the National Health Service of Ukraine.

The program of medical guarantees for 2024 will be developed taking into account the challenges dictated by the war and will take into account the changes that will be introduced as part of the next (infrastructural) stage of medical reform.
