The number of applications to the Register of Damages for Ukraine, which so far only accepts them in one of 45 categories – damaged or destroyed residential real estate, A3.1 – is approaching almost 10,000, and soon applications will be accepted in three more categories, the deputy head of the Office reported President (OP) Iryna Mudra in an interview with the Interfax-Ukraine agency.

“To date, 45 categories have been approved, which the Register will gradually launch by the end of the year. Three more categories will be launched in the near future: for individuals, for the state, and for legal entities for critical infrastructure,” she said.

Mudra noted that in general, “hundreds of thousands, millions of applications” are expected, but it will be possible to talk about this when all categories are launched.

The deputy head of the OP emphasized that the launch of all 45 categories by the end of the year is a difficult process, as it must be fully digitalized so that there is no accumulation of documents in paper form. Therefore, the process takes longer, because for each category it is necessary to set up an IT tool that can receive information about losses, she clarified.

According to her, in addition to the category for which applications are already accepted, forms, applications, submission rules and a list of evidence that must be attached have been approved for 12 other categories.

“The next step in the IT tool is to create a section for the appropriate category. And three such sections for entering information are made. That is, it is a step-by-step work,” explained Mudra.

She noted that the Register itself is developing dynamically: the Register’s office in Kyiv has been launched, work is being coordinated with the Register in The Hague, work is underway on proper cyber protection and accessibility for all population groups.

“It is important to note that the Register is not limited to the applications of citizens of Ukraine only. Foreigners and stateless persons who have suffered losses as a result of Russian aggression on the territory of Ukraine since February 24, 2022 will soon be able to submit applications to it,” added the deputy head of the OP.

According to her, it will be possible to submit applications not only through “Diya”, they started with it because there is information about damaged property, and it was easier to transfer it to the international Register.

“Besides “Dia”, this issue will be dealt with by administrative service centers (CSPs). That is, the office of the Registry, which is in Kyiv, will carry out communication work, will work with TsNAPs, with notaries, with the registrar. Appropriate methods with instructions will be developed for each such tool or platform for interacting with citizens,” Mudra said.
