The flagship project of the Ministry of Health “Development of the system of rehabilitation assistance” was presented at the meeting of the Barrier-Free Council

The Minister of Health of Ukraine, Viktor Lyashko, took part in the meeting of the Barrier-free Council, during which the project of the action plan for 2023-2024 for the implementation of the National Strategy for the creation of a barrier-free space in Ukraine for the period up to 2030 was considered. created on the initiative of the first lady Olena Zelenska. During the event, Viktor Lyashko presented the Ministry’s flagship project “Development of the Rehabilitation Assistance System”.

“The full-scale invasion of Russia into Ukraine created an increase in demand for various types of medical and rehabilitation assistance. Even before the start of a full-scale war, a normative foundation was created for the development of a modern rehabilitation system based on patient-centeredness, multidisciplinarity and evidence. The breakthrough was the adoption by the parliament of the Law of Ukraine “On rehabilitation in the field of health care”. In a broad sense, it is about helping a person to remove barriers to an active life. It is about civilian and military Ukrainians who suffered as a result of the war, and about the return of people after restoration to their communities, and about reducing the disability of citizens with the aim of their maximum return to active life, including employment,” noted Viktor Lyashko.

Rehabilitation assistance should be based on the principles of evidence-based rehabilitation and best global practices. And this means the transition from an outdated, ineffective, post-Soviet system to a modern one, which serves to restore a person and helps him return to a full life, is evidence-based and based on the logic of the ICF, and is also available to everyone who needs it.

These changes have already started:

  • since 2023, rehabilitation assistance has been introduced in the priority packages of the Medical Guarantee Program;
  • The Ministry of Health, with the support of the WHO, approved new approaches to the organization of rehabilitation assistance on rehabilitation routes.

Along with physical recovery, rehabilitation of the victim’s mental state is of utmost importance. This especially applies to military personnel and veterans, citizens who survived captivity and torture.
