The party “European Solidarity” took the initiative to pass laws on motivation for military personnel, as well as the direction of all expenditures provided for the army to a special fund exclusively for the Defense Forces, reported on the website of the police force.
The leader of the party, People’s Deputy of Ukraine Petro Poroshenko emphasized that “European Solidarity” demands a meeting of the parliament to adopt a number of relevant draft laws.
“We are talking about increasing the motivation of military personnel, and this is what our draft law is aimed at,” Poroshenko explained at the briefing.
“We have both financial, moral, and material motivation for the Ukrainian military serviceman in order to encourage those who want to go to serve now, they should be provided with appropriate guarantees, starting with the guarantee of provision under the program “Save the soldier” from the Kevlar helmet and from a body armor to a thermal imager and a range finder, from a radio station to weapons and ammunition… When the mobilized sit without ammunition, the necessary equipment, without being able to effectively perform the assigned tasks, this is categorically unacceptable,” he emphasized.
According to the politician, there is money for this in Ukraine – it is the money of American partners. “Funds in the amount of 61 billion dollars were allocated only for the project that was voted by the Congress of the United States. 50 billion euros were allocated by the European Union and this is only one small part. A package that guarantees income in the near future,” Poroshenko emphasized.
He noted that the party team will initiate consideration of the draft law, which stipulates that all expenses that are directly provided for the financing of the Armed Forces, in particular, the revenues received by the state budget in the form of the sale of military bonds, should go to a special fund and should be directed exclusively to the financing of the Defense Forces . It is also proposed to attract expenses withdrawn from local budgets in the form of personal income tax to this special fund.
“If even this money is not enough, then the government should come up with an honest sequestration proposal. And budget expenditures not related to defense and social payments should be concentrated to fulfill the priority task, and this task is the preservation of the Ukrainian state and financing of the Ukrainian Armed Forces,” Poroshenko said.
The police force also insists that the source of increasing state budget revenues should be increased taxes on the gambling business, increased excise taxes on tobacco and alcohol products.
The politician called the government’s attempts to increase the amount of excise taxes and military duty for individual entrepreneurs when selling cars and real estate as incompetent. “This must be stopped, because it will only lead to the freezing of investment and business activities in Ukraine,” Poroshenko summarized.
