The Ministry of Finance offers in 2026 the indexation of social standards for forecast inflation 8.6% during GDP growth of 4.6% – Getmantsev

The Ministry of Finance laid in the project of the budget resolution for 2026-2028 the indexation of social standards for the forecast level of inflation: 2026-8.6%, 2027-5.9%, 2028-5.3%, 5.3% reported Head of the Parliamentary Committee on Finance, Tax and Customs Policy Danilo Getmantsev, citing a letter from the Ministry of Finance to the main spending units.

“The following indicators of minimum social standards were proved in this letter: the minimum wage from January 1, 2026 – UAH 8 688; 3 536 UAH, ”he wrote in telegrams on Sunday.

Getmantsev recalled that the minimum social standards were frozen this year and do not take into account the projected inflation, which will be 9.5%for the government’s forecast and 8.7%.

According to the Law on the State Budget for 2025, the minimum salary, for example, is tied to state employees, hospitals, some fines, average salary at the enterprise for the right to receive a reservation from mobilization, is equal to 8 000 UAH, and the subsistence minimum (total) – UAH 2 920.

The Chairman of the Committee added that in the basic scenario – for improving the security situation – the Government predicts a significant acceleration of the economy in the next three years: the average growth rate of the economy during this period should be 5.1%, including 4.5% in 2026 against 2.9% in 2024 and expected 2.7% in 2025.

“I urge the government to revise approaches to 2026-2028 … I think that such a macroeconomic scenario will be fair to lay a larger redistribution of GDP for social purposes, first of all, on the indexation of social standards, which in itself should support consumer demand and together with its investments) – Hetmantsev emphasized.

In his view, the resource for fair indexation of social standards, especially, but not exclusively in the event of peace and receiving peaceful dividends, is an audit of inefficient budget expenditures and shadowing and expanding the legal tax base. The Chairman of the Committee estimates additional income from these actions only this year for more than $ 5 billion.

He recalled that in accordance with the plan-grade of the budget process by May 15, the Ministry of Finance should submit to the Cabinet of Ministers a draft budget declaration for 2026-2028, which the government should approve by June 1, and then the document should be considered by July 15.
