In the village of Zhytomyr region, the company that appears in the case of property appropriation will build a kindergarten for 90 million.
On March 25, the Department of Regional Development of the Zhytomyr State Administration concluded an agreement with LLC “Trade and Industrial Company Center Komplet” for the construction of a preschool education facility in the village of Grishkivtsi. The cost of the works amounted to UAH 89.9 million.

For UAH 89.9 million, the village of Hryshkivtsi, with a population of slightly more than 4,000 inhabitants, will receive a new preschool with 75 places.
The tender documentation states that the contractor must build a two-story kindergarten with a shelter, landscape the territory and equip a playground.
“One of the main problems of the Hryshkivtsi community is the lack of a preschool educational institution to meet the needs of the community, the total population of which is 10,000 people, of which 4,200 live in the village of Hryshkivtsi. The existing DNZ is designed for only 15 places. The queue for children to visit the kindergarten is 4 children per place. About 50 children of preschool age do not have access to a guaranteed educational service at all, they cannot exercise their mandatory right to attend preschool in accordance with the standard of preschool education. Approximately 30 preschoolers attend the preschool in Berdychev. In order to solve this problem, in 2021, the project “Construction of a preschool educational institution for 75 places at the address: Zhytomyr region, Berdychivskyi district, Grishkivtsi township, str. Red ray, 3″. However, in order to comply with the safety requirements in accordance with the state building regulations and standards in 2023, the project documentation was adjusted to take into account the construction of the civil defense,” says the response to the information request.
Contract on the third attempt
The Department of Regional Development of the Zhytomyr State Administration concluded an agreement on the construction of a preschool education facility on the third attempt. At the beginning of February 2022, the customer for the first time announced a tender for construction preschool education institution in the village of Hryshkivtsi with an expected cost of UAH 71.3 million. The auctions were scheduled for February 24, 2022, then they were postponed twice, and the purchase was canceled by the decision of April 13, 2022.
Two years later, open tenders were announced for the second time with specifics, the expected purchase price increased by almost UAH 20 million. Only LLC “Trade and Industrial Company Center Komplet” took part in the purchase, but the company’s offer was rejected, and the purchase was canceled. The reason for the rejection of the offer is that the contractual price provided in the tender offer, calculated using the AVK-5 software complex, does not correspond to the price indicated in the tender offer.
And only from the third time, the customer was able to conclude an agreement on the construction of a preschool. The expected purchase price was UAH 90.23 million. Trading and Industrial Company Center Kit LLC was again the only bidder, lowering its offer by 0.33% of the expected value.
The total amount of the contract was UAH 89.9 million, of which UAH 8.5 million was set aside to cover additional costs related to inflationary processes. In addition, the contract between the customer and the contractor states that the price of the contract is dynamic. In other words, the cost of work may vary.
Who owns the company?
LLC “Commercial and Industrial Company Center Kit” founded in 2012 in Zhytomyr. The director of the company is Dmytro Kalenskyi, the owner of the company is Zhanna Opanasyuk. Opanasyuk is also a co-owner “BTK-center kit” LLC, which is owned by Eysmont Vitaly through PE “TD “Biotechnology”. From 2015 to 2020, Vitaly Eismont was a deputy of the Zhytomyr Regional Council from the political party Samopomich Association. In 2020, he ran for the Zhytomyr City Council from the “Voice” party.
According to the data YouControlthe company started participating in procurement in 2016 and has already received contracts worth more than UAH 240 million. The main customer is the Department of Regional Development of Zhytomyr State Administration.
About employees
Separately, it is worth noting that the educational institution in Hryshkivtsi will be built by “multidisciplinary” workers. We have reached out to LLC Trading and Industrial Company Center Komplet for comment. Since the company’s contact phone number specified in the contract does not work, a letter was sent on March 27 with a request to provide comments on this situation. As of April 9, no response was received.
Permanent contractor in Hryshkivtsi
The preschool will be built next to the Gryshkovetsky Lyceum, which has become object of “Major Construction”. At the end of 2016, the Department of Town Planning, Architecture, Construction and Housing and Communal Services of the Zhytomyr State Administration, based on the results of open tenders, concluded agreement from LLC “Commercial and Industrial Company Center Komplet” for capital repair of the building (thermo-modernization) of the Hryshkovets Gymnasium. The value of the deal was UAH 6.8 million. A year later, another contract was signed with the company agreement for additional works worth UAH 1.5 million. In September 2018, a third contract was signed with the company agreement for 23.5 million hryvnias. In the spring of 2020, a gymnasium was opened in the village.
Next to the Hryshkovetsk Lyceum in 2021 LLC “Commercial and Industrial Company Center Komplet” started build multifunctional sports complex of the Hryshkovets gymnasium. The customer of the works was the department of education, youth and sports of the Hryshkovets settlement council. The construction cost was estimated at UAH 6.9 million, but at the end of 2022, the contract with the contractor was terminated, paying him UAH 1.3 million.
In August 2023, the department of education, youth and sports of the Hryshkovets settlement council announced a tender for more than UAH 28 million. Traditionally, there was no competition at the auction for such tenders. “Commercial and industrial company center kit” was the only one that came to the auction and won the contract, which had to be executed by the end of 2024. The company had to complete the complex with football, basketball and volleyball fields, a gymnastics ground, running tracks and several stands for almost 400 people.
However, in tender auditors intervened: they conducted monitoring, as a result of which a number of violations were discovered. In particular, a violation of the law was established in terms of consideration and/or rejection (not rejection) of the tender (tender) offer (offers) by the customer. As a result, the contract was terminated.
In November 2023, open tenders were again announced with special features for the construction of a multifunctional sports complex of the Hryshkovets gymnasium. The State Audit Service received several appeals from citizens regarding the impracticality of this purchase: “In the rear, they have completely lost their conscience. People are dying at the front, there are not enough drones and shells, but you are building sports fields”, “Why, when the war is going on in our country, the local authorities choose to build a sports complex instead of helping the army? Do you want to show that people are nobody to you and human life means nothing? You don’t want Ukraine to win, why are you issuing such tenders? Shame. Cancel the tender and buy cars and drones for the military!!!!!”.
The customer agreed again agreement with LLC “Trade and Industrial Company Center Komplet”, but already in January of this year the agreement was terminated due to lack of budget allocations.
Criminal proceedings
In 2019, the law enforcement officers opened proceedings regarding the possible commission of a criminal offense by officials of the Department of Urban Planning, Architecture, Construction and Housing and Communal Enterprise of the Zhytomyr Regional State Administration and LLC “Trade and Industrial Company Center Komplekt”.
IN materials of the case, it is stated that a pre-trial investigation of criminal proceedings is being carried out on the fact of misappropriation of funds by officials of the Department of Regional Development of the Zhytomyr Regional State Administration in collusion with LLC “Tergovo-promyslova kompaniya Centr Komplekt”, by entering knowingly false information into the acts of completed works on the fulfillment of the terms of the contract from 09/03/2018 regarding the overhaul of the Hryshkovets gymnasium building.
Also in the case file is the above-mentioned LLC BTC-center kit, which developed project documentation for the capital repair of the Hryshkovets gymnasium building. Yuriy Opanasyuk is the director of BTC-center Komplet LLC, in 2015 he ran for office in the region and city advice from “Samopochi”. He was also an assistant at public meetings of People’s Deputy from Zhytomyr Ihor Gerasimenko (a faction of the “Servant of the People” party).
“In the period from December 2016 to November 2017, 16 transactions in the amount of UAH 6,780,000 were paid for work under the specified contract on the basis of their performance. However, the contractor for the actual work on the object is the capital repair of the building (thermo-modernization) of the Hryshkovets gymnasium, located at the address: Zhytomyr region, Berdychivskyi district, Hryshkivtsi township, str. Red ray 3 remain unfulfilled,” it says decisions
According to decisions from December 2, 2021, the period of pre-trial investigation in criminal proceedings was extended until December 6, 2022. What happens next is unknown.
