On January 23, the head of the NAKC Oleksandr Novikov issued an order to the Minister of Defense Oleksiy Reznikov to conduct an official investigation into the head of the state procurement department in order to find out the circumstances of providing the Agency with unreliable information about the audit report, as well as violation of the response deadlines. This will make it possible to bring the head of the Department to disciplinary responsibility within the framework of the military statute, since he is a military serviceman.
In addition, on January 16, the NAZK drew up an administrative protocol on an offense related to corruption against the head of the Department of State Procurement and Supply of Material Resources of the Ministry of Defense, Bohdan Khmelnytskyi.
As part of the inspection of the presence of corruption risks of the Ministry of Defense, which lasted until the end of December, NAKC requested to provide a copy of the audit report of the Department of Internal Audit of the Ministry. Thanks to the analysis of such reports, the Agency can establish how effectively a certain institution takes measures to minimize corruption risks in its activities.
In response to the request of the NAKC, Bohdan Khmelnytskyi sent a letter in which he stated that there is no such report and he cannot provide it. Later it became known that this official had read this report under his signature long before he wrote to NAK that there was no report and he could not provide it.
In addition, the official violated the response deadline specified by the law in Part 8 of Article 12 of the Law “On Prevention of Corruption”.
On January 16, at the same time as the administrative protocol was sent to the Solomyanskyi Court of Kyiv, the NAZC also appealed to the Ministry of Defense with a proposal to remove Bohdan Khmelnytskyi from the duties of the department’s deputy director for the period of consideration of this case in court. A copy of the protocol was handed to the official personally for signature.
