The first deputy chairman of the regional council received an official response to the appeal in which he asked to find citizens of the Russian Federation among the ultimate beneficial owners of mining companies
The SBU responded to the appeal of the first deputy chairman of the Poltava Regional Council Yevgeny Kholod and indicated the owners of the companies “East Europe Petroleum”, “Twins Group”, “Elion Invest”, “Sens-D”, “Price Company”. The response was signed by Serhii Konokhov, head of the Main Department of Counterintelligence Protection of the State’s Interests in the Field of Economic Security.
The answer does not have the lifting of veils and the plot of spy novels. Economic counterintelligence simply went to the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations and wrote out the owners:
- “East Europe Petroleum” LLC — “Nadra Ukrainy” PJSC (Kyiv, Povitroflotskyi Ave., building 54), “Harlog Limited” (Limasol, Cyprus);
- “Elion Invest” LLC — Sereda Yulia Anatoliivna (Kyiv, Balzaka Street, building 4a, quarter 6);
- “Sens-D” LLC — Andrii Volodymyrovych Havrysh (Dnipropetrovsk region, Pidgorne, Kalinina St., building 18), Maxim Oleksandrovich Ignatiev (Kharkov, Turgenevska St., building 9, quarter 4);
- “Price Company” LLC — Serhiy Petrovych Voytsechivskyi (Kyiv Region, Bila Tserkva, Levanevsky St., Building 30, Apartment 9).
In principle, this answer could be prepared and sent to the Poltava Regional Council by any citizen who knows how to use a free registry. Although the SBU can be understood, because it is possible to untangle the threads in the cube of the real owners of companies on the basis of something more than just a parliamentary appeal.
We will remind you that during the session on October 19, Yevgeny Kholod asked (and the deputies of the regional council supported the request) to provide information: whether there are citizens of the Russian Federation among the ultimate beneficial owners of the above-mentioned companies and to whom the Poltava regional council agreed to grant special permits for the use of subsoil without holding an auction. Evgeny Kholod probably meant Pavlo Fuchs by the phrase “Russian Federation” here. It is with the name of this businessman that the company “East Europe Petroleum” is associated, which received special permits for the development of deposits in the territory of Poltava region. The first deputy chairman of the regional council believes that the State Geonadra provides special permits without checking the final beneficiaries, that is, the deputies do not know for whom exactly they approve the permit for hydrocarbon extraction.
On November 1, 2018, the “Schemes” project was published the results of their investigation and came to the conclusion that these companies are headed by “left-wing people”, for example, a manicurist from Kyiv. From the documents submitted to the State Geological Survey to obtain a special permit without holding an auction, it appears that these companies are related to East Europe Petroleum LLC, which is associated with the name of businessman Pavel Fuchs. However, he himself denied his involvement in this company.
Director of East Europe Petroleum Group Maria Martynenko in an interview with the publication “Left Bank” also denied such information. Here is an excerpt from this conversation (in the original language):
– Let’s start with the main thing. It is believed that the odious businessman Pavel Fuchs is behind the EEP company. Is that so?
— The company has founding owners, it is NAK Nadra Ukrainy and Hartlog Limited, the structure is transparent. Taking into account the legal requirements, Hartlog Limited underwent verification of the ultimate owner. Verification documents confirm that Pavel Fuchs is not the owner of the company.
— Do you want to say that Pavel Fuchs does not actually own the company?
— This is exactly what I want to say.
— Do you know Pavel Fuchs personally?
– Yes. We held negotiations with various investors, including Pavel Fuchs, but we did not reach an agreement.
We will remind that on July 12, at the 20th session of the Poltava Regional Council, deputies granted 10 special permits for gas and oil production by East Europe Petroleum LLC. The relevant appeals for consideration by the deputies were received from the State Geology and Subsoil Service of Ukraine.
