Ukraine has a lot of investment projects both in the direction of extraction of critical materials, oil and gas, as well as infrastructure, which may be of interest to the US-Ukrainian investment fund for reconstruction, but no specific negotiations have been conducted on them, the first Viceremier-Minister of Economy Yulia Sviridenko reported in the briefing.
“Previously, we gave information to our American side to familiarize, but there are specific negotiations about what the first ones will be, what the second, we will have time this year, there were no such discussions,” she said.
Deputy Minister – Trade Representative of Ukraine Taras Kachka, who headed the technical negotiation group, said that among these potential projects the project was mentioned by the development of the oil and gas area on the Ukrainian Black Sea shelf “Dolphin”.
Sviridenko emphasized that it is important that the projects are offered by the Ukrainian side.
“The curiosity of the Americans is that they are the first to receive, in fact, information about investment opportunities that are in the field of minerals, oil and gas,” the first Viceremier said.
At the same time, she stressed that working on projects is the next stage, because now the Ukrainian team has been fully focused on launching this fund. According to her, for the same reason, the government cannot yet name the names of three people who will represent Ukraine in the Council of this Fund. From the United States, these will be representatives of the Ministry of Finance and the International Financial Corporation of Development Finance Corporation (DFC).
Answering questions about implementation agreements between private entities-DFC and agency support for public-private partnership (PPP) from the Ministry of Economy Management-which will be concluded after the ratification of the Fund’s Creation Agreement, Duck noted that they are restricted or confidential.
“But in this case, we have both partners from the public sector – both from the US side and for our part. The policy on access to information on them is extended in the same way as the policy of parliamentary control (…), so it is obvious that in such an instrument they will probably be available,” the trade representative said.
According to him, this is discussed with the US side. “Both for them and for us it is such a unique thing, but no one will be specially secreted. The level of access is likely to be as ordinary public information,” Kachka added.
