Pavlo Polyarush headed the National Bank’s troubled assets department

According to the results of the search and interviews of candidates with the Management Board of the National Bank, Pavla Polyarush has been appointed as the new head of the Department of Work with Problem Assets of the National Bank of Ukraine from April 18, 2023.

The scope of his main powers will include, in particular:

  • organization of work with problematic assets of the National Bank;
  • return and collection of debts for loans granted to banks for liquidity support, in respect of which the National Bank has made a decision to classify them as insolvent, as well as for loans for which the National Bank acquired the right of claim at the expense of debt repayment for loans for liquidity support;
  • organization and support of auctions for the sale of objects owned by the National Bank (own property, mortgaged property acquired in ownership);
  • follow-up of certain issues regarding banks whose liquidation procedure was initiated by the National Bank before September 22, 2012, and their liquidators, as well as work with legal entities to whose management unsold bank assets were transferred.

Management of work with problem assets belongs to the subordination vertical “Financial-administrative and operational block”, which is headed by Deputy Chairman of the National Bank, Yaroslav Matuzka.

“Our task is to strengthen the work of the central bank with problem assets, to make it even more efficient. I expect that Pavel Polyarush’s considerable experience and deep understanding of the banking business will enable us to jointly achieve this goal,” said Yaroslav Matuzka.

Pavlo Polyarush has been working in the Ukrainian banking sector for almost 15 years, in particular in the areas of relations with corporate clients, risk management, and work with non-performing loans (NPL).

In 2019-2021, he already headed the Department of Work with Problem Assets of the National Bank.

In 2021-2023, Pavlo Polyarush worked in the Ministry of Defense of Ukraine and the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine.

He also worked for seven years at Pravex Bank, in particular as director of credit control, director of banking business dealing with large non-performing loans. In addition, he has work experience at Universal Bank, ProCredit Bank, Diamant Bank.

Pavlo Polyarush graduated from the Kyiv State Academy of Water Transport and obtained a master’s degree in organization management.
