The Verkhovna Rada adopted draft law 6364: how it will help to improve the HIV prevention system

The Verkhovna Rada adopted in the second reading draft law No. 6364 on amendments to the Law on combating the spread of diseases caused by the human immunodeficiency virus and legal and social protection of people living with HIV. The draft law was developed in cooperation with the Ministry of Health of Ukraine and taking into account the guiding documents of the World Health Organization (WHO).

The adopted draft law will allow updating and updating the Law of Ukraine “On Combating the Spread of Diseases Caused by the Human Immunodeficiency Virus (HIV) and Legal and Social Protection of People Living with HIV”, synchronizing it with current legislation in the field of health care and regulating it in it is the application of modern achievements of medical science and practice in accordance with WHO guidelines. The last time it was systematically reviewed was 11 years ago.

“In order to implement the Decree of the President of Ukraine “On the goals of sustainable development of Ukraine for the period until 2030″, despite the Russian aggression against Ukraine, we continue to work together with our colleagues from the Verkhovna Rada to update the legislation in order to meet modern demands and improve the quality of life of people living with HIV, – says Ihor Kuzin, Deputy Minister of Health – Chief State Sanitary Doctor of Ukraine. — In particular, to guarantee for them the state provision of antiretroviral drugs for the treatment of HIV infection, as well as to ensure a proper system of diagnosis, prevention and treatment.”

Also, the implementation of the norms of draft law 6364 will contribute to:

  • creation of an effective system of combating HIV — proper diagnosis, prevention and treatment;
  • early diagnosis of HIV by regulating approaches to self-testing for HIV with rapid tests;
  • harmonization of legislative provisions with EU requirements regarding the safety of donor blood and its components;
  • destigmatization of people living with HIV and the disease itself;
  • guaranteeing state provision of antiretroviral drugs (ART) for the treatment of HIV infection;
  • reducing mother-to-child transmission of HIV to zero.

Now the draft law is waiting for the signature of the President of Ukraine, after which it will enter into force and enter into force in six months.
