There is an energy modernization program and “warm loans” in Kyiv: how to participate during the war

Residents of Kyiv are encouraged to participate in city programs and to repair and insulate their houses on favorable terms.

According to information Anastasia Ponomarenko, Head of the Housing and Communal Infrastructure Development Department of the Department of Housing and Communal Infrastructure, for 2022, the city budget allocated 77 million hryvnias for the “70 for 30” energy modernization program. These funds were to implement 46 projects submitted to the energy efficiency competition by condominiums and residential buildings.

“However, 80 percent of projects are not implemented due to the war and restrictions on the use of funds during martial law. Implementation of the projects was postponed to 2023. And under the “warm loans” program, Kyiv residents submitted only one application from the city, while in 2019 such loans were granted to 101 houses,” Anastasiya Ponomarenko states.

She spoke about this during a special seminar organized by the Department of Housing and Communal Infrastructure for managers of condominiums and housing complexes on the energy modernization of buildings at a joint cost with the city.

“Usually, we hold a city project competition within one month before the New Year. This year, we have extended the competition until March 1, so that people have time to submit their projects. After all, due to the war, shelling, lack of electricity and the departure of citizens abroad or to other regions, it is difficult to organize meetings of residents, issue documents and conduct examinations,” explains Ponomarenko.

However, she conveyed the main messages to the seminar participants:

  • the “70 for 30” program is operational in the capital in 2023;
  • the city allocated 100 million hryvnias for energy modernization;
  • the Kyiv program of “warm loans” continues to work and you can get them at partner banks of the city;
  • the state program of “warm loans” does not work until the end of martial law;
  • the city is interested in having new, non-modernized buildings participate in the program, so it introduced restrictions for those condominiums and condominiums that have been participating in the program for more than one year and are fully modernized.

“For the first time, we want to participate in the program “70 for 30”. Residents will react positively to this, – Volodymyr Osypov, head of the Saksaganskyi condominium, is confident.

He says that everything just needs to be organized correctly so that people agree to participate in the competition from the city. After all, they understand that the transformation into a building with 124 apartments built in 1974 is necessary. He said that he has been working as a condominium manager since November 2021.

“They took an old house, and in a little over a year they made a playground-square for recreation, repaired the house, installed metal-plastic windows and doors, video surveillance, insulated the roof and the basement. All these works were performed without loans, they simply increased the tariff. Now I want to take part in the “70 for 30″ contest, because there are big plans to install an individual heating unit in the basement. Our house should be no worse than new buildings,” said Volodymyr Osypov.

Julia, the assistant to the chairman of the board of the “Lybid+” condominium, has a different story: because of the war, they did not have time to replace the windows in the entire building, and now they are looking for ways to renew their project and receive help from the city through an energy efficiency competition.

“We have not yet participated in this competition either. The person who was involved in the preparation of documents is now gone. And now I keep abreast of things, listen to where and who is doing something, how projects are being prepared. Meetings were held twice in our house. All residents want to live in a comfortable house, but they do not want to hear about contests, money and loans. But we have to apply for “70 for 30″, because we have a lot of completed works for a small sum. And I don’t see another option, how to use the city program,” said Antonina Ivanivna from the condominium building at 5 Florentsiy Street.

At the seminar, the managers of condominiums and condominiums were also told how to order and carry out an energy audit of the house – the first stage before its modernization, how to modernize the heating system and establish apartment-by-apartment heat accounting, how to order the installation of individual heating points, and provided a lot of other useful information.
